वि.सं.२०८२ मंसिर १५ गते काठमाडौंको नयाँबानेश्वरमा रहेको अल्फावेटाको सभाहलमा राष्ट्रिय निर्वाचन पर्यवेक्षण समिति (नियोक) को सल्लाहकारहरु, संस्थापक सदस्यहरु एवं आजीवन सदस्यहरुको उपस्थिति र विभिन्न आतिथिहरुको अतिथ्यतामा १२ औं वार्षीक साधारणसभा सम्पन्न भएको छ । केन्द्रिय कार्यवाहक अध्यक्ष स्टेला तामाङको सभापतित्वमा सम्पन्न कार्यक्रमको प्रमुख अतिथिमा नियोकका पूर्व अध्यक्ष एवं पूर्व प्रमुख निर्वाचन आयुक्त सूर्यप्रसाद श्रेष्ठ रहनु भएको थियो ।
सभामा श्रेष्ठले आफ्नो विचार व्यक्त गर्दै भन्नु भयो– वर्तमान अवस्थामा निर्वाचनको विकल्प नरहेको र यस पटक लोतकान्त्रीक प्रक्रिया भन्दा बाहिरबाट बनेको सरकाले निर्वाचन गराउन लागेको हुनाले यस निर्वाचनलाई स्वतन्त्र, निष्पक्ष, शान्तिपूर्ण एवं धाधली रहित ढंगले सम्पन्न गर्न सरकार, निर्वाचन आयोग र नियोकमा आवद्ध सम्पूर्ण पर्यवेक्षकहरुलाई सकृयरुपमा आ–आफ्नो ठाँउबाट महत्वपूर्ण भूमिका निर्वाह गर्नको लागि विशेष आग्रह गर्नुभयो ।
साधारणसभाको अवसर पारेर प्रमुख अतिथि र विशेष अतिथिको हातबाट भक्तपुरका मानवअधिकारकर्मी अकुर प्रसाद न्यौपाने लगायत अन्य ११ जनालाई आजीवन सदस्यता समेत प्रदान गरिएको थियो ।
कार्यक्रममा विशेष अतिथि निर्वाचन आयुक्त जानकी तुलाधरले भन्नुभएको थियो– हामीले फागुन २१ गते हुन लागेको निर्वाचन निष्पक्ष र भय रहित वातावरणमा समपन्न गराउनको लागि राजनीतिक दलहरुसँगका साथसाथै विभिन्न सम्वन्धित सरकारी एवं गैर सरकारी निकायहरुसँग पनि तिब्र छलफल गरीरहेकाछौं । साथै, तुलाधरले नियोकलाई पहिले पहिलेको निर्वाचनहरुमा जस्तै यस पटक हुन लागेको निर्वाचनको पर्यवेक्षण मिसनमा समेत विशेष भुमिका निर्वाह गर्न आग्रह गर्दै निर्वाचन आयोगले नियोकको सुझावहरु ग्रहण गर्ने धारणा राख्नुभएको थियो ।
अतिथिका रुपमा पाल्नुभएका राष्ट्रिय मानवअधिकार आयोगका पूर्व माननीय सदस्य एवं मानवअधिकारवादी शुसील प्याकुरेलले नियकोको स्थापनकालदेखि हालसम्म भएगरेका निर्वाचन पर्यवेक्षणको अनुभवहरु सुनाउनुभएको थियो ।
कार्यक्रममा महिला मानवअधिकारवादी शान्तलाल मुल्मी, मानवअधिकारवादी दुर्गा सोव लगायतले आउँदो निर्वाचन सफल बनाउन राज्यका सवै अङ्गले तिव्ररुपमा काम गर्नु पर्ने धारणा राखेका थिए ।
कार्यक्रममा नियोकको आ.व.२०८१/८२ को वार्षीक प्रतिवेदन महासचिव तेजबहादुर सुनारबाट अनुमोनदको लागि पेश गरीएको थियो र छलफलमा उठेका विषयहरुको जवाफ समेत दिइएको थियो । साथै, वार्षीक आम्दानी र खर्च कोषाध्यक्ष तेजप्रसाद तिम्सिनाबाट साधारणसभामा पेश गरीएको थियो र छलफलमा उठेका विषयहरुको जवाफ दिइएको थियो ।
अन्तत, १२ औं वार्षीक साधारणसभाबाट डा.गोपाल कृष्ण सिवाकोटीको नेतृत्वमा १३ जनाको नयाँ कार्यसमिति चयन गरिएको थियो ।
कार्यक्रमा नियोक केन्द्रिय उपाध्यक्ष वरिष्ठ अधिवक्ता रामकृष्ण काफ्ले स्वागत मन्तव्य राख्नुभएको थियो, नियोक केन्द्रिय उपाध्यक्ष देवीका तिमल्सीनाले कार्यक्रम सञ्चालन गर्नु भएको थियो भने कार्यक्रमलाई सहजीकरण प्रवन्ध निर्देशक डा. विकल श्रेष्ठबाट भएको थियो ।

Representatives of the International Republican Institute (IRI), led by Regional Director Mr. Stephen Cima, held a courtesy meeting with officials of National Election Observation Committee (NEOC). Mr. Cima is in Nepal to assess the post-GenZ movement and the political climate surrounding the upcoming March 5th elections. The meeting covered a variety of topics of mutual interest.

Notice regarding the 12th Annual General Meeting of NEOC
The meeting of the Central Executive Committee of the National Election Observation Committee (NEOC) held on 16 November 2025 (30 Kartik 2082) has decided to hold the 12th Annual General Meeting of the organization on Monday, 1 December 2025 (15 Mangshir 2082 BS). We call on all members to actively participate in the said General Meeting. It is noteworthy that this General Meeting will also elect the new Central Executive Members. Members who wish to file their candidacies should contact the National Secretariat of NEOC. Thank you.
Today, in the second round of Knowledge Sharing Program, we minutely assessed the series of unpredictable events that started with the Gen-Z protest on 8th September to the formation of Interim Government in Nepal on 12th September, all happened in such a short period last week. The unprecedented chronology of events has weakened political climate in the country with Election 🗳️ of the ‘House of Representatives’ slated for March 5, 2026.

Today, NEOC organized “Orientation cum Farewell” to its 2024 Cohort of Professional Fellows Program (PFP) who are planned to visit USA 🇺🇸 this Wednesday for 6 weeks exchange. In the event, the new participants shared their expectations and different queries where PFP Alumni tried to quest their thirst.
The NEOC team including board members and senior advisors provided valuable insights including useful travel tips to the participants where NEOC Executive Director advised participants to act as Nepali🇳🇵 Cultural Ambassadors while their stay in the USA and always be forward looking, helpful and professional in their behavior.
The NEOC Secretariat provided the participant with “Token of Love” ❤️ with best wishes for their successful and productive journey!!
