Introduction
National Election Observation Committee (NEOC) is one of the largest and pioneer civil society coalitions in Nepal with demonstrated expertise in enhancing electoral democracy, civic space, governance, and inclusive representation since 1991.
NEOC is engaged as a democracy watch flagship organization primarily focused on undertaking field research & study, conducting rights-based civic & voter education, advocating for legal & administrative reforms, lobbying for the development of an equitable & inclusive representation model (electoral systems), and carrying out election observation & monitoring missions.
Having its National Secretariat in Kathmandu, NEOC has 7 provincial and 77 district chapters actively functioning toward NEOC mission. Besides monitoring and observation during elections, NEOC's chapters are engaged in making different interventions including mass awareness, capacity building, dialogues & public policy advocacy, electoral governance & campaign financing, voters/civic education, media campaigning and more.
Given its time-tested experience NEOC is also entrusted to coordinate all domestic and international election observation groups in Nepal, by leading the Election Observation Coordination Group (EOCG) which is common platform of election observer groups in the country.

Objectives
- Establish NEOC as a knowledge center on electoral democracy, civic space, governance and inclusive representation.
- Educate, empower and meaningfully engage citizens to let them enjoy their fundamental rights in an equitable manner.
- Encourage and support inclusive, participatory and transparent electoral reforms and management for credible election.
- Strengthen capacity of elected representatives, especially targeting those representing women, youth, PWD and other minority & marginalized communities for their effective representation.
- Promote regular exchange between elected representatives and general public for downward accountability at federal, provincial and local level.
